Holly Fullager is a public affairs professional with deep experience in government, specializing in policy development, stakeholder engagement, and strategic planning. She is currently a Director of Public Affairs at Texture Communications, where she provides strategic advice on government relations, strategic communications, and public policy.

She spent seven years in the Ontario government, gaining extensive experience in policy development, stakeholder engagement, and executive-level operations. She worked at the Ministry of Environment, Conservation and Parks on policy initiatives, served as Director of Public Appointments in the Premier’s Office, and was Chief of Staff to the Associate Minister of Digital Government at the Ministry of Finance, where her team played a key role in supporting the government’s pandemic response. Most recently, she served as Director of Stakeholder Relations for the Minister of Natural Resources, where she built and managed relationships with key partners and advanced priority initiatives in complex and fast-moving environments.

Her experience gives her a deep understanding of how government works and a unique perspective on how to build productive relationships between organizations and decision-makers. She is known for her ability to bring people together, navigate competing interests, and develop practical, solutions-oriented approaches to complex policy challenges.
